    Ryan Randall was the student behavior specialist at the University of Utah and he is a certified Clinical Social Work/Therapist (LCSW). In Utah, LCSW is the initial of Licensed Clinical Social Worker.Now, he operates a clinic and he left University of Utah after Lu filled this lawsuit.
    Due to the future lawsuit against him, Lu could merely releases few fragment evidences from his student record and police reports. 

    Yung-Kai Lu met him on Spring 2011 while making a complaint about fraud activities by his colleague George Marie. However, Ryan C. Randall took adverse action against Lu and misused his licence to diagnose Lu's mental and emotional stability
    On October 2011, Lu recieved the report from the Utah Immigration Officer when he had a trial with the immigration judge and the report stated by Lori McDonald that many people were concerned about Lu's emotional and mental stabilities. 
    Lu had  an astonishment that his mental and emotional issue was in perfect health condition. Why many people were concerned about his mental and emotional stabilities ? So far, Lu still did not find any rules that University needs to screen employees' health condition in order to work at University of Utah. 
On November 2011, Lu recieved his police report and Ryan Randall's name has frequently appeared in his police report to assist police and immigration officers to monitor Lu. 


On February  2016, Lu recieved his student record and Ryan Randall's name also frequently appeared in his record. 

    After reviewing all documents of police report and his student record, Lu found that University of Utah hired this social worker to diagnose  students' mental or emotional problems to predict and then cease future crimes. 
    Moreover, Ryan Randall also asked Lu many times over the phone when Lu was in Taiwan if Lu wants to kill any people.
     It is totally ridiculous that a social worker was trained to observe the future criminal activities and social workers are able terminate the crimes.   
Because Ryan Randall never had a former testimonies with Lu, Ryan Randall certainly misused his social worker licence to support and made people believed his observations of unlawful and unreliable   Lu's mental and emotional health conditions.  
    Undoubtedly, Ryan Randll misused his licence to make people believe that he was right about Lu would cause campus security issues by writing down incidents as many as he could without referring Lu to see a  psychiatrist.  Yung-Kai Lu never had any mental or emotional diagnoses and exams with Ryan Randall. It is for sure he misused his licences to  confirm his observations and them used these unrealistic information to expel Lu outside the U.S. 
    Now, his American with Disability Acts   violations has been precluded by both district and appeal courts and Lu is working on the let court reopen the case.
